1817 land patent issued to Alexander Culbertson of Westmoreland County, Ohio. Signed by President James Madison and Commissioner of the General Land Office Josiah Meigs. James Madison (1751-1836), the fourth president of the United States (1809-1817), is often called the "Father of the Constitution" for his pivotal role in drafting and promoting the U.S. Constitution and Bill of Rights. A leader in the Democratic-Republican Party, he co-authored The Federalist Papers and served as Secretary of State under Thomas Jefferson. His presidency was defined by the War of 1812 against Britain, which tested the young nation's resilience. Josiah Meigs (1757-1822) was an American academic, lawyer, and government official who served as the first president of the University of Georgia and later as Commissioner of the U.S. General Land Office. He also worked as a professor of mathematics and natural philosophy at Yale and contributed to early American scientific and educational development.
