Sutro's dream was to dig a tunnel from the bottom of the mountains to the Virginia City mines to drain the water that was a real problem and to haul out ore. The Bank of California, who owned the V&T Railroad, opposed Sutro every step of the way effectively blocking him from getting much needed investment money in the United States. So, Sutro went to Europe. This is undoubtedly all connected to that. The original photo used to create fancy envelopes and letterhead to impress would be investors of the silver region in Nevada. Add the business card (which has the address of Nevada, United States) and you have the makings of Sutro's stock used to attract the funds he needed to complete his tunnel!
