William T.(Tell) Coleman, head of shipping business in San Francisco, became the leading figure in 1851" Committees of Vigilanceî and later in 1856 based on his prior involvement became the leader of ìCommittee of Vigilanceî . The committee would confront civic leaders , including then Gov. J. Neely Johnson with threats bordering on session. They succeeded in before disbanding transferred power form the Democratic Party to the new Peoples Party which later became the Republican Party controlling San Francisco until 1867.
