This is an unusual state document, both for its unique content and the well embossed State Seal attached at the bottom. This seal (3.25 inches) is the early version where the smoke of the mill and the smoke of the V&T train blow in different directions. When that seal was replaced, the smoke blew in the same direction. This 1868 document signed by Secretary of State CN Noteware is regarding a joint resolution in regards to the claims of the State of Nevada against the US Government for "proper expenses incurred in carrying on the Territorial Governments inaugurated by Congress and whereas on account of our peculiar locality and situation, the amount appropriated by Congress to carry on our late Territorial Government was wholly inadequate..." Later mentions expenses including "amount paid by the State to the Nevada Soldiers in the Service of the National Government, the amount paid on old Carson County indebtedness, and the amount expended by the State for the suppression of Indian disturbances..."
