In the middle of the twentieth century, Roi V. Woolley was the Chief of Coordination Unit of the Office of Civilian Defense (see https://oac.cdlib.org/search?style=oac4;titlesAZ=p;idT=UCb18366811x). These five boxes, each 12 x 17 x 1 inches, are chock full of fire-related black and white photographs, as well as newspaper and magazine clippings about major fires and fire-fighting equipment. Many of these photographs are stamped with Woolley's name on the back, suggesting this was his personal collection of fire photographs and related material from all across the country. Quite a few photos are from Wide World Photos with attached captions, and it is common to find typed or handwritten notes conveying them to Mr. Woolley. There is some evidence that these photos were used in various publications about fire prevention and analysis of particular fire events. Literally hundreds of photos and scores of news articles, even some blueprints of proper fire-fighting equipment setup. The United States Office of Civilian Defense was created in 1941 after Franklin D Roosevelt declared in 1939 that the US would be neutral in the European Conflict. The "OCD" was to assist state and local governments in setting up plans and procedures to protect the populace in the event of an emergency.
