Gold was discovered in January 1848 by James Marshall in the tailrace of the sawmill he was building in partnership with John Sutter. Richard Barnes Mason (1797-1850) was an Army officer and the fifth Military Governor of California. Mason toured the gold diggings along the American River north east of Sacramento in June, 1848. His report was written in Monterey in August 17, 1848. The report and map was included in President James Polk's Annual Message to Congress, dated December 5, 1848 announcing the discovery of substantial amounts of gold in California.
