Haynes was elected to the city council in 1919 and was directly involved in racial tensions in Austin. As a former resident of East Austin, he moved to West Austin and at a meeting said, “I was frozen out [of East Austin] and my former home which is now occupied by negroes. What happened to East Austin will happen to West Austin once the negroes get a foothold here…. This is one of the prettiest sections of the city.
