John Evans (March 9, 1814 – July 2, 1897) was a US politician, physician, railroad promoter, Governor of the Territory of Colorado. [Colorado Governor John Evans warns that all peaceful Indians in the region must report to the Sand Creek reservation or risk being attacked, creating the conditions that will lead to the infamous Sand Creek Massacre.] The message addresses subjects for legislation for counties and districts. "Mining laws: As mining is the most important interest in the Territory, and at the same time the most difficult for which to legislate properly, I would call your special attention to some of its wants...." He goes on to discuss the various mining regions. the report has no cover, and written in pencil on the front page: "with the respects of the author".
