This is a rare invitation to the inauguration of the ninth governor of California, Frederick Low. The event took place on December 10, 1863. Low succeeded Leland Stanford.
There is a list of the Executive Committee, which includes Bank of California Co-Founder W.C. Ralston, and several guys who ended up having their names put on streets in San Francisco. The invite appears to be issued to HF. Carrow (sp?).
