February 18, 1981 ALS from Dallas FBI agent James T Hosty, Jr. He visited Oswald on several occasions, but FBI records disappeared. He also interrogated Oswald in his jail cell without published notes. Hosty was known to "play by the book". He lists the names of 3 Soviet KGB and Cuban DGI agents whom Oswald met with in 1963 in this letter including Col. Valeri Vladimirovich Kostikov, who specialized in assassinations. "There is no evidence to support any one else helped him do the shooting. He was talking to a man who specialized in assassination after telling the Cuban Intelligence Agents, he would like to kill Kennedy. You can draw your own conclusions on that." He seems to indicate that if he had all of the information from all US agencies prior to the shooting he might have picked up Oswald when Kennedy visited. At the time this was not policy.
