Fort Wolcott, (Rhode Island) Nov 25th, 1802, dateline on folded cover with integral address leaf to Philadelphia with manuscript "Public Service" endorsement, light "Newport, R.I." datestamp, very fine.In the letter written by Capt. Lewis Howard, Artillery to William Linnard, Military Agent in Philadelphia, Howard advises Linnard that on Gaston Point there is no public property except "four 32 pounders (dismounted)" Also the circular Battery was built on such "bad materials, (and the workmanship I believe very bad) that the tides and winds will undermine the Battery." Fort Wolcott on Goat Island in the center of Newport Harbor was started in 1798. Troops were finally withdrawn on 22 May, 1836.
