He also served as a delegate to the Second Continental Congress and as a member of the U.S. House of Representatives during the First United States Congress. Kingsbury Clark. Front vertical signature by Oliver Wolcott (November 20, 1726 Ò December 1, 1797) who was an American politician. He was a signer of both the United States Declaration of Independence and the Articles of Confederation as a representative of Connecticut and the nineteenth Governor of Connecticut.
