Incorporated December 31, 1863 and capitalized at $500,000; 100,000 shares at $5. Monitor Mining District, Alpine County. Early certificate No. 277 made out to Kate Livingston Rowe for ten shares dated August 27, 1864. Signatures have faded, but we believe they are secretary Samuel Newell and president William Heffley. Large mining buildings top right, 25 cent internal revenue stamp. Not cancelled. Black print. Bosqui print. Rips especially at fold edges. Tears on border. Light staining. Holes along print and folds. Good condition.


Incorporated by William Heffley; John B. Pilkington; Frank S. Alling; Samuel Newell; and Henry Reed. People’s was mentioned in Mark Twain's December 30, 1863 Territorial Enterprise. Excerpts include, "The certificate of stock is a curiosity in the way of unblushing rascality. It does not state how many shares there are in the company, or what a share is represented by." "The company is "to be" incorporated "for the purpose of purchasing machinery" - they only organize a company in order to purchase machinery - the inference is, that they calculate to steal the mine." "Who is "Wm. Heffly, Esq., of San Francisco," who knows it all, and who has calmly waited for three years without once swerving from his purpose of "starting a mining company" as soon as he could become satisfied that quartz-mining was a permanent thing? Cautious scoundrel! You couldn't fool him into going into a highway robbery like the "People's Gold and Silver Mining Company," until he was certain he could make the thing look plausible."
