A framed certificate, signed by both President William McKinley and secretary of war Russell A. Alger, appointing soldier Warren H. Ickis to the role of Captain in the 36th Regiment of Infantry, United States Volunteers. The certificate bears a heading reading "The President of the United States of America" above an engraved U.S. seal. It is somewhat damaged; the paper is heavily creased with some light staining and what appears to be water damage near McKinley's signature. Both signatures are still fully legible. There is a blue embossed seal of some kind affixed to the lower left corner of the certificate, but it's difficult to make out any detail on it. The listed dimensions are those of the frame; the certificate itself is 20x16 inches.
