This report is early in the workings of the GLO. The text clearly states that the Govt does not want land surveyed unless necessary. They also had severe problems employing qualified people to conduct surveys, a problem that persisted through the 1850s. The maps have been removed and placed into specific sate suites to allow for specific state survey study through time, since these reports are, in essence, about the "westward movement." In this case, the report was issued just after the start of the gold rush. Valuable minerals were at the forefront of Americans' minds. Much is discussed about Indian tribes, pre-emption claims and more. While the minerals were very important, the GLO was way behind in its duties, such that specific surveyors had little time for mineral location identification.
