Incorporated January 5, 1864. Revenue stamp attached at left. Printed by Commercial Print, Virginia. Blue Sulphur Spring District was another name for the Silver City Mining District. By 1868, this area was one of only a few districts in Lyon County that continued to maintain an organization but active mining had not been carried on for the past three years (Browne, pg. 328, 1868). Ross was a Comstock attorney and ran the International Hotel. Tilford was anti Civil War. In the eyes of many that made him as much a traitor as the southern secessionist states.
