An 1830 letter from Joshua Coggeshall, Justice of the Peace of the State of Rhode Island and Providence Plantations, calling for four debtors to be "safely secured in the Newport Jail" unless they pay their debt of $21.69. The debtors -- Thales Tallman, Alexander Devol, and Mary Fish -- owed their collective debt to Clarke Taggart, overseer of the port of the town of Middletown in Newport County. [ Newport Rhode Island
