Sometimes referred to as a hand "dirt bucket", these were often used as slusher buckets underground, attached to a cable to remove fresh broken rock from a working face in an underground mine. Also used in farming for dirt moving. The wood handles allow for the bucket lip to be raised while pulled by cable. Probably pre-dates WW1.
