Pass issued for all stations in California to WH Holabird (Fred's great grandfather). Also marked as "colonization," which we are puzzled by. Railroads did form new towns along their routes. It is possible this was something they were working on in California at this time. Signed by Stubbs. Light wear on reverse. WH Holabird would acquire distressed railroads for Southern Pacific. He was also a financier for Western resort hotels (like Hotel del Coronado).
