1) 30th Congress, Executive document #10 on January 12, 1866. Johnson is telling Congress he is rejecting the statehood of Colorado as it does not fall within the guidelines of the 1864 cat. He is asking Congress for guidance. The document includes the proceedings of the constitutional convention, the constitution, and the vote (which was a narrow victory). 2) Executive Document #45 on May 15th.
