This piece has a lot going for it. First, it is actually from Carson County in the Utah Territory. The Territory of Nevada is still 5 months away. Second, the 1860 census puts the population of Carson City as slightly over 700! It was still in its infancy. Third, the famed Comstock was really just picking up steam in 1859 and early 1860. Fourth, this is for 345 pounds of paper for the month of September. I assume it is either for printing - or more probably to bring in San Francisco papers to the mines at the Comstock! Last, but not least, it is signed by H. F. Rice. Rice would eventually become the superintendent of the United State Mint in Carson City.
