#70 issued 1900 to E A Hornbeck, National CIty & Otay RR , signed Gen. Mgr. , yellow card stock, ornate shadowed title top center. Hosford & Sons printer. Started in 1888 to travel between Visalia and Tulare as a commuter train. This is possible the last pass issued. In 1900 the engineer while heading to Tulare from Visalia didn't see a cow on the tracks, the collision derailed the train resulting in financial ruin of the RR and the train, rails and other equipment were sold to a lumber co. in Seattle.
