Custer County. 1) 16 page booklet with charter, by-laws and prospectus. 2) Letter on letterhead to W. H. Ward of Topeka. Signed by Waitz himself. R. R. Ward is asking about building a mill. Wiatz tells Ward that he will guarantee 85% to 90% of ore will be saved. He should be able to build a 10 ton mill for $8,000.



The Waitz Mill in 1880 was constructed based on an amalgamation design. Perhaps the best description of Silver Cliff was provided by Crofutt, in his 1881 Grip-Sack Guide, who described Silver Cliff as "the infant of September 1878, the mushroom of 1879, and the giant of 1880." By 1881, estimates of the number of people living in Silver Cliff ranged from 6,000 to 16,000. The official census, conducted in June 1880, listed a population of 5,040. This figure placed Silver Cliff as the state's third largest city, behind only Denver and Leadville.
