In 1866, the Washington, Alexandria, and Georgetown Railroad Company, which had succeeded to the chartered rights of the old Alexandria and Washington Company, inheriting a provision from Congress 'that no person shall be excluded from the cars on account of color.' Catharine Brown, a black woman, had been instructed to board a car set aside for persons of color, upon completion of her trip sued the railroad and won a $1500 judgement. Ref.
